Korea Tax Refund for Tourists (2026): Instant vs Airport

For a Korea tax refund, spend at least ₩15,000 in one transaction at a store that shows a Tax Free or Tax Refund sign, and show your passport when you pay. If the receipt is under ₩1,000,000 and your instant-refund total for this trip stays at ₩5,000,000 or less, the store takes the tax off on the spot. Otherwise you pay full price and claim the money back at the airport after a customs check, or before you leave at a downtown refund counter. Either way, the goods must leave Korea within 3 months of purchase.

Who can get a tax refund in Korea?

The refund is for non-residents of Korea. In plain terms:

  • Foreign visitors staying less than 6 months who don’t work or run a business in Korea.
  • Korean nationals who have lived abroad for 2 years or more (VisitKorea adds: and have been in Korea 3 months or less this time).

Not eligible: foreigners staying 6 months or more, anyone working in Korea, diplomats posted in Korea, UN and US forces personnel, and purchases made under a company name or by someone else for you.

The law requires the store to check your passport at the sale, so carry it when you shop.

What are the limits in 2026?

These are the numbers in the current law (in force since January 2, 2026). The instant-refund and downtown limits were last raised on January 1, 2024, and nothing has changed them since.

Rule Limit Notes
Minimum purchase ₩15,000 per transaction, tax included Two small receipts don’t add up; each one must reach ₩15,000
Instant refund, per purchase Under ₩1,000,000, tax included Exactly ₩1,000,000 does not qualify
Instant refund, per trip ₩5,000,000 or less in total since you entered Korea Counts every instant-refund purchase this trip
Downtown refund, per purchase ₩6,000,000 or less, tax included Needs passport, refund voucher and a credit card
Airport refund No upper limit stated Customs export check first
Time to take goods out Within 3 months of purchase Same for all methods

How much comes back: Korea’s VAT is 10%, so the tax inside a tax-included price is 1/11 of it. On a ₩110,000 receipt that’s ₩10,000. You get that amount minus the refund operator’s service charge, which the law lets them deduct and which varies. Some goods also carry individual consumption tax, which is refunded the same way.

Not refundable: tobacco, goods that can’t legally be exported, firearms, blades and explosives, designated cultural heritage items, addictive or habit-forming drugs, goods already bought duty-free, cooked food and services customs can’t see (massages, for example), and anything opened or used before you leave.

Instant, downtown or airport: which should I use?

Method Where you get the money Best for Catch
Instant refund At the till: you simply pay less Receipts under ₩1M while your trip total is ₩5M or less Only at stores that offer it; the store may deduct a fee
Downtown refund Staffed refund counter or kiosk in the city, before your flight Wanting cash early, receipts up to ₩6M Card guarantee; you still must clear customs at departure
Airport refund Refund counter or kiosk after immigration Big receipts, or stores without instant refund Allow extra time; customs may want to see the goods
Mailbox or mobile Operator pays later Ports with no refund counter Write your refund details on the voucher

Our view: if the store offers it, take the instant refund. It removes the airport step for that purchase and you can’t miss a counter closing time. Save the airport refund for single receipts of ₩1,000,000 or more, or once you’ve used up the ₩5,000,000 trip total.

How does the instant refund at the store work?

  1. Look for a Tax Free or Tax Refund sign and ask for an instant refund before you pay.
  2. Hand over your passport. The store checks it and sends the sale to customs electronically.
  3. Pay the price with the tax already taken off.
  4. Keep the receipt. VisitKorea lists no extra airport step for instant-refund purchases, but the goods must still leave Korea within 3 months.

If any tax-refund goods you bought this trip (instant or regular refund) are not taken out within 3 months, the law blocks instant refunds on anything you buy after that period. You’d have to use the normal refund instead.

How does a downtown refund work?

Bring your passport, the refund voucher from the store and a credit card to a downtown refund counter or kiosk run by the refund company named on your voucher. The law lets that company ask for a guarantee up to the refund amount, which is why the card is needed: it secures that you’ll clear customs when you leave. You still show the goods and voucher to customs at departure.

Where the downtown counters are, their hours, and what happens to the guarantee if you skip the customs step are set by each refund company — not officially confirmed, check before you go and read the terms before you sign.

What do I do at Incheon Airport?

The order matters: customs check first (before security), money second (after immigration). Arriving in Korea instead? See our Incheon Airport arrival guide.

  1. Check in at your airline, but keep refund items and receipts in your carry-on. If a refund item must go in checked baggage, tell the airline at check-in. They tag the bag for customs, you take it back, and after customs you drop it on the oversized baggage belt next to the customs desk.
  2. Go to the tax refund kiosk in the departure hall and scan your passport and receipts.
  3. If the kiosk says customs inspection is needed, go to the customs desk with your passport, the goods (unopened and unused) and the receipts. VisitKorea puts the customs desk near check-in counters E and J in Terminal 1, and near F and G in Terminal 2, all on the 3rd floor.
  4. Go through security and immigration.
  5. Collect the money at a refund counter or 24-hour kiosk in the duty-free area. The kiosk pays what was approved when you scan your passport. Incheon Airport says you can choose a refund to your own credit card if the amount is large or you don’t want cash.

Where to collect after immigration, per Incheon Airport:

Terminal Staffed counter 24-hour kiosk Phone
Terminal 1 07:00–22:00, 3F duty-free area near Gate 28 Near Gate 28; also in the Concourse, next to the central pharmacy (3F) 82-32-743-1009
Terminal 2 07:00–21:30, 3F duty-free area near Gate 253, across from Gate 250 Near Gate 253 82-32-743-2732

VisitKorea’s guide (October 2025) lists the Terminal 2 staffed counter as 07:30–21:30 near Gates 225, 249 and 274, so check the airport map on the day. VisitKorea lists kiosk payouts in KRW, Alipay and WeChat Pay, and staffed counters in KRW, USD, CNY and JPY.

Our view: add 30 minutes to your airport time if you have refund receipts, more if any item sits in checked baggage. The customs desk comes before security, so do it before you queue.

Do refund companies have apps?

Yes, in general: VisitKorea says you can apply through the mobile refund site or app of the refund company. Which company handles your purchase is printed on your refund voucher, and each runs its own service. We couldn’t confirm app names or in-app steps on the companies’ official pages — not officially confirmed, check before you go. Our guide to apps that work without a Korean phone number covers sign-up problems you may hit.

Why was my tax refund refused?

  • Receipt under ₩15,000. The minimum is per transaction, so split small receipts don’t qualify.
  • No refund document. Incheon Airport says you can’t get a refund without the refund documents, and incomplete ones can be refused. Ask for them when you pay.
  • Item opened or used. Customs needs goods unopened and unused. Don’t unwrap cosmetics or wear the shoes before departure.
  • Item already in checked luggage. If you didn’t tell the airline and it was sent off, customs can’t see it. Keep refund items in your carry-on.
  • Over 3 months since purchase. The export deadline counts from the purchase date.
  • Over the instant-refund limit. A receipt of ₩1,000,000 or more, or a total above ₩5,000,000 this trip, means full price at the till. Keep the voucher and claim at the airport.
  • You count as a resident. Staying 6 months or more, or working in Korea, ends eligibility.
  • Missed the customs step. The refund counters are after immigration and the customs desk is before it. Do customs first.
